国民の名において:タイにおけるヘルス・ガバナンスの魔術と謎

2014年の9月、近年の軍事クーデターの頭首であるプラユット(Prayuth)司令官は、政府のハイレベル会合において、彼が軍事支配の反対勢力による呪術攻撃の犠牲者であった事を公表した。地元紙の報道によると、彼は喉と首の痛みを「黒魔術」、sayasaatのせいにしたものの、会合の出席者たちは心配無用、彼の政権を呪った者達には呪いのお返しをしてあるのだという。 著者はタイの国家機関で、2011年から民族学のフィールドワークを行ってきたが、これらの機関の保険専門家達が示唆したところによると、メディアが取り上げるプラユット司令官の呪いと呪い返しは疑わしいものであり、政治における呪詛がタイのメディアで頻繁に取り沙汰されようとも、政治的領域内にsayasaatが実際に存在する場はないという事だ。だが、これは全ての呪術が一様に否定された事を意味するのではなかった。この機関の専門家の一人、キム(Kim)は、次のように述べた。「sayasaatとは、暴力や貪欲の事です。騙されやすい者(ngom-ngai)と無学な者だけが、これによって惑わされるのです」。だが、また同時に彼女は、本当に「超常的な力を備えた者たちも中にはいる」と打ち明けた。もう一つのバーラミー(barami)という言葉に言及し、キムは王族や神々、僧侶やブッダは皆、あらゆる知の源泉にある者たちの力、バーラミーの宝庫なのだと主張した。 タイ学の研究者たちは大抵、バーラミーを名声、カリスマ、あるいは宇宙的力と翻訳する(Gray 1986, Johnson 2013, Jory 2002,参照)が、キムは単にこれを英語で「偉大さ」と表現した。それは超人的な力であり、宇宙の法たるダルマ(dharma)に適った行為を行う者、あるいは、これを制定する者たちが備えた力である。上座部仏教の伝統では、相当な量のバーラミーを持ち合わせた国王は、人民のみならず、病気や降雨、農業生産にまで影響を及ぼすのであるが、これは彼から放たれた神授の力が、その周囲の存在へと降り注ぐためである(Gray 1986:236)。偉大さとはすなわち、人間たちの作った法律とダルマとの間を縫合する神聖王たちの能力を指すのである。彼らは政治的に考案された善と、絶対的な「天来の」善とを、正当な統治という世俗の為政権の下で結びつけるのだ。 ここでは、タイ政治における魔術的思考の局面に目を向ける事で、これをオカルト染みたものとして非難するのではなく、超越的真理の源に立脚したタイ国家機関の政治否定が、タイを越えた諸状況といかに関連しているかを示す事にする。 キムはしばしば、日常生活の中にいかに国王の偉大さが窺われるかという事を説明してくれた。彼女は西洋諸国、特にアメリカにおける進行した資本主義の破壊的影響を指摘しつつ、タイが比較的健闘している事を、国王が介在しているためであると主張した。 「我が王は、知足の観念を我々に与えて下さった。陛下の足るを知るという哲学は、西洋人の尻を追う事を(tam kon farang)やめるよう教えて下さった。それは私たちに、自らの仏教的伝統を敬う事、そして、新しいiPhoneを欲しがる事、都会の人々の暮らしを、隣人の持ち物を欲しがる事が、苦しみしかもたらさぬ事を覚えておくよう教えています。彼は西洋社会を侵す社会悪の苦しみから我々を救って下さったのです。ファランたち(Farangs)は、物事を経済的な合理性の観点からしか考えておらず、何が道徳や自然、精神的な理に適うかという事は気にかけていないのです」と彼女は言った。 西洋人の事をファランと呼ぶキムが繰り返す、王政主義者に共通の見解は、しばしば単に「父」と呼ばれるプミポン国王が、国内外の諸勢力と闘い、この国を破壊的な資本主義の行き過ぎから遠ざけるべく、マインドフルな消費主義の価値観を教えてくれたというものだ。彼女が誇らしげに支持したタイ保健当局高官達の主張は、国王の「足るを知る経済哲学(Sufficiency Economy Philosophy:SEP)」を、WHOの健康志向ガバナンスのモデルに着想を与えたオリジナル概念と位置付けるものだ。 WHOのヘルス・ガバナンスの認識が、同概念に対するタイ人の認識の仏教的枠組みから袂を分かつ一方、両者はいずれも、経済的・政治的利益を、根本的には環境や生物学上のプロセスによって制限されるものとして考え直すことを促している。この二つのモデルは、経済的・政治的権力をめぐる国際競争にけん引される諸政府が、幸福や福利に立ちはだかる諸状況に、遅かれ早かれ、答えを出さねばならぬ事を論じている。両者が提示する「正しい」ガバナンスの形は、政策決定のプロセスにおいて、自然や生物学上の結果をも考慮する事のできるテクノクラートたちを中心としたものである。 実に、WHOの言う「健全な政策(healthy policy)」を策定するというSEPとWHOの観念の類似性は、先の2006年のタイにおけるクーデターの礎となっていた。当時のタイ暫定軍事政権の首相、スラユット・チュラーノン(Surayud Chulanot)は、キムのような保健専門家たちをその政治改革の最前線、あるいは中心に配し、WHOのヘルス・ガバナンス構想を国王のSEPと共に新憲法の中に記すまでとなった。 キムの機関のような国家機関の台頭は、スラユット軍事政府が導入した、いわゆる「モラル転換(moral turn)」に伴って生じたものである。選出され、自身を国家のCEOと称したタクシン・チナワット首相に対し、スラユット暫定軍事政権は、環境や社会、健康に対するタクシン統治の負の成果を強調し、これを利益第一の統治が人間の貪欲のあるべき限界を踏み超えた証とした。国王の承認を以て、自らを国家の健康の守護者に任じた後、暫定軍事政権はクーデターをこの貪欲に対する「必要悪」として正当化した。彼らは、タクシンが経済を優先させ、物事の本質や真理であるダルマを無視したために、宇宙の法や秩序の礎となるこの真理に対する彼の無知のために、国家を環境悪化や病気、社会的不和から守る事ができなかったと論じている。 国家保健当局のもう一人の専門家であるトム(Tom)は、スラユットの見解の支持と、2011年に国が民政回帰した後のタイ民主主義に対する疑念を表明した。彼は「タイはまだ準備ができていない」と言い、民主主義は西洋では機能しても、タイの現状においては幻想でしかなかったと述べた。トムによると、民衆は「知」を欠き、利己的な政治家達が人々を騙し、自分たちに投票させる事に無防備なのであった。唯一「真っ当な人々」、ここでは知を備えた人と解釈される健全な人々、宇宙の法に適う「真っ当で」、健全な結果を導く決断を下せる人々だけが、タイ国家の自信を回復させられるのだ。「真っ当な人々」とは、つまり、彼らのような保健専門家たちの事である。 WHOが「権能や権限がもはや政府内に集中する事のない知識社会」を標榜したことを受け(Kickbusch and Gleicher 2012: vi)、ここに紹介したトムやキムのような国家の保健職員達は、政治的利益の獲得に直接関与せぬ者達だけが、公益のための政策作りを行うことができると主張している。国王のSEPとWHOのヘルス・ガバナンスの両概念が、保健専門家達に自らが中立的で客観的な個人であり、国民の名において介入する能力を持つ者との幻想を抱かせているのだ。 ここで、我々が手にしている、初めはテクノクラシーの典型的なモデルとも思えたポスト政治的な環境は、ふさわしい政治空間を、健康測定基準や健康管理に置きかえるものである。だが、冒頭で示唆したように、キムの統治概念にはもう一つの側面、バーラミーの神秘的な力に依存した側面が存在する。バーラミーは専門知識とは違って、習得したり、学習したりする事のできぬものである。それは特定の人々が生まれつき備えたダルマを定める能力の事である。いわば、専門家達とは、バーラミーを識別できると主張する者達、あるいは、バーラミーによって識別された者達という事になる。すなわち、これらの専門家達によって想定されたテクノクラシーとは、それぞれの様々なレベルの専門家たちが、前国王の宇宙的な力と交信するというものであり、その国王自身は、最高位の専門家の頭首と位置づけられる。教養あるタイ人たちとって、彼らの知識とバーラミーとの最も顕著な結びつきの縮図は、彼らの壁にかけられた写真である。 国王が全ての高等学位の授与を行っていた事から(この任務は後に王族メンバーに委譲された)、学位授与式は、専門分野課程の修了証明と、関係者達から非常に由々しく受け止められる各学位取得者への王命授与という、二重の機能を果たしている。この写真の中に永劫に記録されているのは、手を伸ばし、高座の人物から学位を受ける彼ら自身の姿である。この臣下と高壇上の君主との間に興味深い絆が生じる。卒業証書が両者をつなぐこの瞬間、知識を求める者と真理の源にある者との隔たりを縫合する絆が生じるのだ。 バーラミーの神秘的な力が、政治をタイに適応させるメカニズムの潤滑剤となっている点について、ポスト政治思想家たちに倣い(cf. A wonderful serenity has taken possession of my entire soul, like these sweet mornings of spring which I enjoy with my whole heart. I am alone, and feel the charm of existence in this spot, which was created for the bliss of souls like mine. I am so happy, my dear friend, so absorbed in the exquisite sense of mere tranquil existence, that I neglect my talents. I should be incapable of drawing a single stroke at the present moment; and yet I feel that I never was a greater artist than now. When, while the lovely valley teems with vapour around me, and the meridian sun strikes the upper surface of the impenetrable foliage of my trees, and but a few stray gleams steal into the inner sanctuary, I throw myself down among the tall grass by the trickling stream; and, as I lie close to the earth, a thousand unknown plants are noticed by me: when I hear the buzz of the little world among the stalks, and grow familiar with the countless indescribable forms of the insects and flies, then I feel the presence of the Almighty, who formed us in his own image, and the breath of that universal love which bears and sustains us, as it floats around us in an eternity of blist.
